Chair Kehoe called the public hearing to order at 7:07 p.m.

LEGAL NOTICE
Public notice is hereby given that the Town Council of the Town of East Hartford, Connecticut, will hold a public hearing on Tuesday, June 16, 2009 at 7:00 p.m. in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut, to hear public comment on the proposal to transfer title of 590 Burnside Avenue (a/k/a 582 Burnside Avenue/the former East Hartford Housing Authority property known as Daley Court) to the East Hartford Redevelopment Agency.
Any person(s) wishing to express an opinion on this matter may do so at this meeting.

Chair Kehoe stated that the purpose of this meeting was to hear the public’s input on the proposal to transfer the property on Burnside Avenue that was formerly known as “Daley Court” to the East Hartford Redevelopment Agency, and then to a private, non-profit developer. The Chair also explained that at the first public hearing on June 2, 2009 the issue was raised that there wasn’t adequate notice to the public through signage on the property. Therefore, the Town Council made the decision to hold another public hearing tonight. People associated with the proposed transfer and development of this property came forward to speak. Those individuals were: Robin Pearson, Chair of the East Hartford Redevelopment Agency, who gave a detailed account of the history of this property through the “request for proposal” process; Bill Fairbairn, President of New Samaritan Corporation, the proposed developer for this project in partnership with Daniel Merida, from Sheldon Oak Central, who both
summarized what this project would entail and provided the Council with a power-point presentation which showed what the finished product would look like.
Also, Ms. Pearson introduced members of the East Hartford Redevelopment Agency who were present at this meeting: Ellen McCreery, John Ryan, Gerald Maine and Daniel Dube.
The following citizens came forward to speak on the proposed transaction:
Jon Searles, 51 Spaulding Circle, questioned the financial stability of both Sheldon Oak Central and Carabetta Brothers, the possible developer of this property. He also questioned the validity of the Council acting on this issue due to a Freedom of Information Act complaint that he has filed against the Real Estate Acquisition & Disposition Committee.
